As of the 2007-2008 school year, Kentucky’s schools were home to more than 12,900 English language learners (ELLs), which marks a 233% increase from the 1997-1998 school year (NCELA, 2010). The top five languages or language groups spoken by ELLs in Kentucky are Spanish, French, Pennsylvania Dutch, German, and Dutch (EPE, 2009).

Kentucky is a member of WIDA (World-Class Instructional Design and Assessment), joining in 2006. WIDA is a consortium of states dedicated to the design and implementation of high standards and equitable educational opportunities for English language learners which offers states programming for identifying and annually assessing the English language development of its English learners.

Kentucky Department of Education, instructional resources English learners requires all schools to provide programming that is scientifically sound and proven to be effective and is not restrictive. A full listing of the types of programming that is included among the state’s schools may be found on page 46 of Kentucky Department of Education District Policy and Procedures.

Kentucky Education Association is a National Education Association State Affiliate that regularly lobbies legislators for the resources schools need, campaigns for higher professional standards for the teaching profession, and files legal actions to protect academic freedom and the rights of school employees.

KYPIRC is a statewide effort to train parents in understanding their State and local accountability systems, rights and opportunities for public school choice and supplemental services, district and school parental involvement policies, and strategies to support the academic and school success of their children.

Kentucky TESOL, Inc. (KYTESOL) is a statewide professional organization for Teachers of English to Speakers of Other Languages.
